PROMESA, enacted in 2016, aimed to address Puerto Rico’s fiscal crisis by establishing an oversight board and a court-supervised debt restructuring process. However, five years later, the law has largely failed to achieve its goals, with much of the island’s debt still unrestructured, economic development stalled, and the unelected board’s austerity measures deepening the challenges faced by Puerto Rico’s already struggling institutions.
