A dos años de la comunidad de práctica RJS, qué hemos aprendido y cómo nos movilizamos – Aprendizajes 2023

La comunidad de práctica de Robusteciendo la Justicia Social ha evolucionado desde el comienzo hace dos años atrás. Mientras nos embarcamos a nuestro último año de esta subvención a tres años, nos preguntamos, ¿qué hemos aprendido, cómo hemos crecido, y cuáles son los aprendizajes más significativos de esta comunidad de práctica?

Desde en el comienzo en el 2021, las siete organizaciones participantes de la comunidad de práctica de Robusteciendo la Justicia Social se han movido de la etapa de conocerse entre ellas: sus misiones, objetivos y motivos – a repensar maneras en las que puedan aunar pensamientos y/o esfuerzos hacia los temas en común de crisis de vivienda y desplazamiento. Si bien es cierto que trabajan en temas similares como: recuperación, uso del suelo, medio ambiente, acceso a información, gobernanza, transparencia y compromiso cívico; han encontrado que su denominador común lo es el tema de desplazamientos de vivienda. Sobre esta particularidad se han enfocado en abordar soluciones a nivel macro intercambio saberes, recursos, herramientas y estrategias.

Al son de la “bomba puertorriqueña” o una décima, comenzamos nuestra última reunión 2023 con un ejercicio de integración donde los participantes resumieron su experiencia durante el 2023, identificando cómo cada una de estas organizaciones se ha estado sintiendo y cuál es su motivo para mirar hacia adelante. Como facilitadores de estos espacios, una de las notas más importantes es el habilitar y sostener estas reuniones para que las organizaciones tengan conversaciones estratégicas, eleven sus perspectivas, problematicen asuntos del país considerando en todo momento la importancia fundamental del “quemazón” que tienen a lo largo del camino. Es por esto que para esta última sesión se dio un especial enfoque en que cada organización identificara los avances hacia la consecución de su misión durante 2022 y 2023, sus aspiraciones para 2024 y especialmente, cómo miden tales avances. ¡Esto es clave!

La medición de esfuerzos nos permite sin duda alguna maximizar recursos humanos y económicos, así como ahorrar energías y tomar decisiones informadas en datos sobre estas mediciones. Reconocemos el reto grandísimo que puede tener el sector social en general para medir sus esfuerzos y avances, por eso abrimos esta conversación en la comunidad de práctica. Precisamente porque están realmente haciendo mucho es importante abrir esta conversación. Como resultado identificamos que algunas de estas organizaciones tienen una medición previamente estipulada por la naturaleza de sus esfuerzos, sin embargo, la mayoría de estas organizaciones aún están identificando cómo medir su impacto en la comunidad de manera efectiva y relevante. Sabemos que cada está haciendo esfuerzos inmensos para movilizar cambio sistémico y equidad, pero, ¿cómo realmente conocen que están impactando a las comunidades y poblaciones que atienden? Esa es realmente la pregunta principal y el reto de todas nosotras.

Aprendizajes Claves

Expansión de la comunidad de práctica – En un ejercicio de reconocimiento, entrando al último año de la comunidad de práctica, debemos transformar las conversaciones para reconocer herramientas de medición de impacto e integrarse como un colectivo de justicia social en las coyunturas públicas.. Esto es imprescindible para la evolución de estas organizaciones.

Temática desplazamientos de vivienda – La justicia social es un frente amplio en Puerto Rico que se puede abordar desde diversas perspectivas. En un ejercicio hipotético de aunar perspectivas como comunidad de práctica para presentar un solo proyecto, las organizaciones decidieron no formular la fusión de esta alianza con temas variados y escogieron continuar enfocándose en el desplazamiento de viviendas.

Colaboración Colectiva – Desde el inicio hemos insistido en que la comunidad de práctica no tiene como enfoque principal la colaboración y en el camino lo hemos podemos confirmar que es la naturaleza de este colectivo. Sin embargo, como resultado de la comunidad de práctica, alguna de estas organizaciones han aplicado para fondos de manera conjunta para desarrollar algun proyecto en común. Los fondos otorgados de RJS han funcionado como apalancamiento para “match” los fondos para estos proyectos.

Comunicación y visibilidad – Si bien es cierto que estas organizaciones están haciendo que las cosas pasen, no necesariamente están comunicado estos esfuerzos individualmente ni colectivamente. Además de la medición de impacto, visibilizar los esfuerzos que ya se están realizando es prioridad y necesidad en la cohorte. Reconociendo esta necesidad, hemos habilitado espacios de reconocimiento en el sector social: Un conversatorio en donde reunimos a funders y miembros de Filantropía Puerto Rico y en donde también invitamos a prensa. Al convocar a la prensa lograron salir 2 press releases en medios nacionales sobre los esfuerzos de estas organizaciones. Y además, sostuvimos el espacio de Compromisos para una Recuperación que resultó en una carta circular para los servidores públicos detallando reclamos y acciones a tomar relacionados a vivienda.

Conversatorio Público

A seis años del comienzo de la recuperación en Puerto Rico, ¿cómo hemos avanzado la justicia y la equidad en Puerto Rico? Las organizaciones sin fines de lucro se reunieron en foro público para discutir y problematizar sobre los retos, las lecciones aprendidas y lo construído durante los años de trabajo frente a la recuperación del país.

Carta a Departamento de Vivienda
A casi dos años de conversaciones y gestiones dirigidas a la colaboración, el adelanto principal de este grupo ha sido la disposición para sentarse a reflexionar y dialogar sobre retos que se deben atender para asegurar que los fondos de recuperación lleguen a las comunidades que más lo necesitan. Pese a nuestros esfuerzos trimestralmente para reunirnos a dialogar y concretar próximos pasos para atender dichos retos, no hemos podido contar con las personas que toman decisiones en las agencias participen de estas discusiones. Sin embargo, el grupo de participantes en los que se encuentran todos los de la comunidad de práctica de RJS, sometió a los que toman decisiones gubernamentales en el Departamento de Vivienda de Puerto Rico y USA, un resumen (tarjeta de puntuación) de los retos presentados en las reuniones, el progreso que hemos tenido, y las solicitudes de acción que deben ser atendidas por las agencias.

2023 Recap – Reuniones de Cohorte

  • 5ta reunión – Identificaron qué tema de país les interesaba abordar, a qué se debía esa problemática, cuáles eran los principales retos y las oportunidades existentes. El tema escogido fue “desplazamiento”.
  • 6ta reunión – Cada organización presentó impresiones frente al problema del desplazamiento desde sus recursos y posibilidades. Estas experiencias se fueron conectando con las realidades de cada organización, las herramientas que tienen a su alcance y los retos que cada una enfrenta desde sus organizaciones y en sus comunidades.
    7ma reunión – Tuvimos el conversatorio público “Expandiendo y fortaleciendo la justicia social en Puerto Rico”, dialogando sobre cómo hemos avanzado la justicia y la equidad a 6 años del comienzo de recuperación en Puerto Rico.
  • 8va reunión – Cada organización discutió los avances que han tenido hacia la consecución de su misión durante el 2022 y 2023, las proyecciones para 2024 y los factores que toman en cuenta para medir tales avances.

Two years into the RJS community of practice, what we have learned and how we are mobilizing - Key Learnings 2023

The Robusteciendo la Justicia Social community of practice has evolved since the beginning two years ago. As we embark on our final year of this three-year grant, we ask ourselves, what have we learned, how have we grown, and what are the most significant learnings from this community of practice?

Since the beginning in 2021, the seven participating organizations of Robusteciendo la Justicia Social’s community of practice have moved from getting to know each other – their missions, goals and motives – to rethinking ways in which they can align their thoughts and/or efforts toward the common issues of housing crisis and displacement. While it is true that they work on similar issues such as: recovery, land use, environment, access to information, governance, transparency and civic engagement; they have found that their common denominator is the issue of housing displacement. On this particular issue, they have focused on addressing macro-level solutions by sharing knowledge, resources, tools and strategies.

To the sound of the “bomba puertorriqueña” or a musical tenth, we began our last 2023 meeting with an integration exercise where participants summarized their experience during 2023, identifying how each of these organizations has been feeling and what their purpose was for looking forward. As facilitators of these spaces, one of the most important notes is to enable and sustain these meetings for the organizations to have strategic conversations, elevate their perspectives, problematize issues of the country but keeping in perspective at all times the fundamental importance of the “burn” they have along the way. This is why for this last session there was a special focus on each organization identifying their progress towards achieving their mission during 2022 and 2023, their aspirations for 2024 and especially how they measure such progress.

Effort measurement undoubtedly allows us to maximize human and economic resources, as well as to save energy and make data-informed decisions based on these measurements.

We recognize how challenging it can be to measure efforts and progress in the social sector in general, which is why we open this conversation in the community of practice. Precisely because they are really doing so much, it is important to engage in this conversation. As a result we identified that some of these organizations have a previously stipulated measurement because of the nature of their efforts, however, most of these organizations are still identifying how to measure their impact in the community in an effective and relevant way. We know that each one is making immense grassroots efforts to mobilize systemic change and equity, but how do they really know that they are impacting the communities and populations they serve? That is really the main question and challenge for all of us.

Key Learnings

Community of Practice Expansion – In an exercise of recognition, entering the final year of the community of practice, we must transform the conversations to recognize impact measurement tools and integrate as a social justice collective at public junctures. This is critical to the evolution of these organizations as a community of practice.

Housing Displacement Issue – Social justice is a broad front in Puerto Rico that can be approached from a range of perspectives. In a hypothetical exercise of bringing together perspectives as a community of practice to present a joint project, the organizations decided not to formulate the alliance around different issues and chose to continue to focus on housing displacement.

Collective Collaboration – From the beginning we have insisted that the community of practice does not have collaboration as its primary focus and along the way we have confirmed that this is the nature of this collective. However, as a result of the community of practice, some of these organizations have applied for funding together to develop a joint project. The funds awarded from RJS have functioned as leverage to “match” the funds for these joint projects.

Communication and Visibility – While it is true that these organizations are making things happen, they are not necessarily communicating these efforts individually or collectively. In addition to measuring impact, making visible the efforts that are already being made is a priority and a necessity in the cohort. Recognizing this need, we have created spaces for visibility in the social sector: a conversation where we brought together funders and members of Filantropía Puerto Rico and where we also invited the press. By inviting the press, we were able to publish 2 press releases in the national media about the efforts of these organizations. In addition, we held a space of Compromisos para una Recuperación (Commitments for a Recovery) that resulted in a circular letter to public officials detailing claims and actions to be taken related to housing.

Public Forum

Six years into Puerto Rico’s recovery, how have we advanced justice and equity in Puerto Rico? Nonprofit organizations gathered in a public forum to discuss and problematize the challenges, lessons learned and what has been built during the years of work towards the recovery of Puerto Rico.

Letter to Department of Housing (CRJ)
After nearly two years of conversations and collaborative efforts, the major breakthrough for this group has been a willingness to sit down and discuss challenges that need to be addressed to ensure that recovery funds reach the communities that need them most. Despite our efforts on a quarterly basis to meet to discuss and concretize next steps to address these challenges, we have not been able to engage agency decision makers in these discussions. However, the group of participants, which includes everyone from the RJS community of practice, submitted a summary (scorecard) of the challenges presented at the meetings, the progress made, and the requests for action that need to be addressed by the agencies to the government decision-makers at the Puerto Rico and U.S. Departments of Housing.

2023 Recap – Cohort Meetings

  • 5th meeting – They identified the issue they were interested in addressing at the Puerto Rico level, the causes of the problem, the main challenges and the existing opportunities. The topic chosen was “displacement”.
  • 6th meeting – Each organization presented their impressions of the problem of displacement based on their resources and possibilities. These experiences were connected with the realities of each organization, the tools they have at their disposal and the challenges that each one faces from their organizations and in their own organizations.
    7th meeting – We held the public forum “Expanding and Strengthening Social Justice in Puerto Rico”, discussing how we have advanced justice and equity 6 years after the beginning of the recovery in Puerto Rico.
  • 8th meeting – Each organization discussed the progress they have made towards achieving their mission during 2022 and 2023, projections for 2024 and the criteria they take into account to measure such progress.
